You website visitors will not be served an invitation to take the survey if they do not land on the page(s) you have tagged. Tag that specific page you are referring to. They will be invited on arrival, then will fill the survey out on exit.

It depends which pages you've tagged with the code. Is it happening while visiting multiple pages, or "mid-session" on the same page?
